Relationship with Clare Kelly
Dear Evanston Voter,

In keeping with an “open book” transparent city government I want to address a question that some of you have asked me, “what about your relationship with Clare Kelly, 1st Ward Council Member?”
Here is what I will tell you…

It's not a secret, there is nothing hidden.

My only intention is better government in Evanston.

I am deeply committed to strong ethics in government

There is nothing in the municipal code that precludes the relationship.

The mayor rarely votes, only a handful of times in a 4-year term.

A City ordinance states that a council member must recuse if there is a conflict of interest or the appearance of a conflict of interest.

It’s unfortunate that this has not been rigidly enforced by the current City Council

If an ordinance or referral for which Clare is a sponsor or co-sponsor comes before me as a tied vote, I will recuse myself.

This means Council Members will need to pass legislation with a majority of votes which is always better.

I understand the concern people have is the appearance of a "voting block" more than a conflict of interest - that Clare and I might work in lock step.
That will not happen and, as a point of comparison I offer this…
All the current Council Members other than Kelly and Suffredin have endorsed the Mayor. He endorsed candidates Hackney, Iles, Nieuwsma and Harris. Four years ago, he endorsed Krissie Harris and Juan Geracaris, contributing to their campaigns and sending a letter saying that he needed them on the Council as people he could work with to advance his agenda. That’s a very clear statement of alliance.
I am aware of the perceptions and reservations a few people may have. I repeat my commitment to open and ethical government in Evanston.
